The introduction of new legislation following the amendment of BS EN 1968:2002 is such an event. Until recently, High Pressure cylinders only needed to be pressure tested every 20 years. The changes to BS EN 1968:2002 have removed this special dispensation.
As a result, all High Pressure cylinders such as CO2, INERGEN and Water Mist must now be mandatory tested every ten years.
